Free Tax Credit Aid

Low-income residents can obtain free help in qualifying for the  Earned Income Tax Credit. This program is sponsored by The Greater Philadelphia Urban Affairs Coalition and the Campaign for Working Families.

This services is available at the Joseph E. Coleman Northwest Regional Library at Green and Chelten Streets on Monday and Wednesdays from 4 to 8 pm and on Saturdays from 1 to 5 pm.

 are operating 20 free tax-preparation sites in Philadelphia to help low-income residents obtain the. This credit is available through the filing of federal income-tax returns.

The Pennsylvania Low Income Home Energy Assistance Program (LIHEAP) helps low income people pay their heating bills through energy assistance grants.  People need not have an unpaid bill to receive energy assistance.   People can receive this money without being on welfare.  No lien is placed on the person's property if they receive this help.

If a person is eligible for LIHEAP, a payment will be sent directly to the utility/fuel dealer, and the payment will be credited on the person's bill.  In some cases, a check may be mailed to the recipient.

Crisis Grants

Additional money is available to individuals if they an emergency situation and are in jeopardy of losing their heat.  Emergency situations include:

  • broken heating equipment or leaking lines that must be fixed or replaced
  • lack of fuel
  • termination of utility service
  • danger of being without fuel or of having utility service terminated

Customers may apply for a Crisis grant at any Neighborhood Energy Center located throughout Philadelphia. For locations or more information, customers should call the City of Philadelphia’s 24-hour Crisis Hotline at 215-686-2590.


Property Tax / Rent Rebate Program:
Seniors 65 or olderr, widows and widowers 50 or older, and disabled Pennsylvanians 18 or older with an annual household income of $15,000 or less are eligible to take part in this program. Applicants can exclude 50 percent of Social Security or Railroad Retirement Benefits in determining income eligibility. A property tax or rental rebate of up to $500 is available. Heath Insurance Help: A new federal program, Apprise, is designed to help people 60 years or older with health insurance issues. This program, which is free, can help you get answers to your questions about all kinds of health insurance, including Medicare, Medicaid, private health insurance, long-term care insurance, supplemental Medicare insurance, and managed care. To get help, call Apprise toll free at 800 783-7067 from 9 am to 4 pm.
